They say information isn’t worth much if it doesn’t serve a purpose. In a joint venture, Advantech Consulting and FTHM Consulting (Madagascar) recently won the Kenya Petroleum Technical Assistance Project (KEPTAP) to provide consultancy services to upgrade the Regulatory Management Information System (RMIS) for Kenya’s petroleum sector.
This project is funded by the World Bank and the primary objective is to upgrade the existing Regulatory Management Information System by injecting to it international industry best practice in data collection, analytics, and petroleum installations management systems.
The Energy Regulatory Commission (ERC) identified lack of a one-stop shop for petroleum data, non-existence of analytic systems for synthesizing information and lack of systems for monitoring petroleum installations as the major impediments in the execution of its mandate. The commission intends to expand and upgrade its Regulatory Management Information System (RMIS) to collect, consolidate, analyze, and present petroleum information to facilitate informed decision making.
The specific objectives of this project include:-
a. Improving access to information for planning and decision-making.
b. Reducing accidents and incidents in the energy sector.
c. Eliminating industry malpractices in the LPG sub-sector.
d. Enhance determination of pass-through in the pump prices.
e. Determine the adequacy of systems used by National Oil Corporation of Kenya in managing the upstream activities and implement any existing gaps.
f. Determine the adequacy of the existing computer infrastructure at the Commission to support the envisaged systems.
g. Improving information dissemination to the stakeholders
Further, ERC intends to eliminate malpractices in the LPG subsector by deploying computer-based systems to assist in the monitoring of LPG storage and loading facilities. The Commission also aims to eliminate accidents and incidents in the energy sector through establishing a computer-based platform for Environment Health and Safety Performance Assessment and Management.
